This is the errors happen when i`m trying to open GTA IV in windows 7

Well, try running the game without it. And remove mods while you're at it.

That folder contains LaunchGTAIV.exe and GTAIV.exe and 1911.dll and how i can remove mods?

The second screen shot speaks volumes. The asi loader cannot create it's log file, because you probably installed the game at it's default location (program files), a location which is protected by UAC. So run the game as administrator gets rid of that error. For the rest, run legit, and make sure you've properly activated the game.

 

tip: 1911.dll isn't an original game file, but somehow I suspect you didn't actually buy the game, so don't expect any support.

Yes it working when i`m running the game as administrator but it didn`t working using Rockstar Games Social Club it shows error

Man how i can buy game for $25 but all of my family monthly salary is just $300 it`s very very expensive for me Thats a fact the avearge monthly salary in my country is less than $300

Different countries got different market value/currency. The price of items is suited for the salary you're people earns.

Of course games is expensive $25 as it's a luxury not a necessity.

GTA 4 cost $50 USD. For that amount, you can probably eat up to 2 weeks of food.
