GTAIV patch 1.0.6.0 & Patch 7 install errors

i recently had to re-install GTAIV and now the updates (patch 1.0.6.0 and patch 7) will not install. when i try i get this

You tried running as admin? Alternately try using crap cleaner to clean the registry a bit.
