i'm with you, i had the very same problem myself.

look; this is how i did it:

 

i followed the numbers, you followed certain numbers as well, not?

 

i printed the map (in black/white) and marked any pigeon i shot. the very last wasn't even hidden, it was number SEVEN or something down in broker. under the railtracks/bridge. but i didn't see the number since i printed it in B/W.

 

this is the only advice i can give you. if you followed the usual numbers, you should have marked any you got.

if not, you gotta visit all places except for them, you know you killed the pigeon.

What map do you use? If it from GTA IV in-game site then 1 pigeon isn't marked there.

Hah! Cheats are for pussies. I completed the game 100% without a single cheat. Took me ages but I got there.

Hah! I found it. There wasn't a gitch like a thought it was. There is no glitch! I marked it before shooting it. Son of a gun! That IGN guide said it was on a pipe. It wasn't. it was on an AC. I was sniping from far away so it did not glow red.
