How do I make the handling.cfg changes work?

PC version, SAN ANDREAS, tweaked the taxi specs to:

 

TAXI 21450.0 11116.4 10.0 0.0 0.3 -1.25 1 500.80 1.00 0.45 5 999999.9 190.0 5.0 4 P 19.1 0.60 0 18.0 0.9 0.1 1.0 1.25 -1.25 0.6 -5000.0 0.32 0.00 100000 0 100000 0 1 0

 

but when i saved it, the taxi's look the same and handle the same as well. anybody know what i'm doing wrong?

I think you have too much speed on it, for me if i put too much speed on some cars they are just like with the regular handling, try to lower it

im also looking for a little help with handling.cfg as i have found the magnet mod and am wondering

how to bump up the cargobob 's torque just enough to lift the tank, i have wanted to lift the tank

since i found the magnet mod. help is apprecated, and i have searched these fourms for this question

and haven't been able to find it.

You've changed only top speed... But if you want changed performance, you must change "acceleration" value...

i am a noob at this modding stuff and i wanted to know exactly how to do this handling modding.

 

i have sa handling editor and ggmm and i cant figure out how to get these handling lines to work.

 

could someone point me in the right direction? thanks
