They took pictures of real stores and used that as an alternative to using the games windows. It also made the game quicker to load in the case of an area with a lot of non-enterable buildings. Instead of loading up hundreds of pieces of glass windows and doors, it loads up a small sized texture. You can actualy learn a lot by paying attention to all the little details the developers have put into games.
