Missions won't activate

I saved after doing the Ruff Rider mission, but its the same if I load from autosave too. I have 3 missions icons on the map, ?, ?, and D. Francis, ULPC, and Dwayne) also I have Jeff's first encounter for a random ped mission. I can see the markers and walk or drive through them, I can walk right up and shove Jeff, but no mission is being activated! times cheated: 0 mods used: 0 version: PC

 

I've played through several times but this has never happened before, anyone else and/or know of a fix for it? thanks

 

Solution Found!!! I'd forgotten after the mission "Ruff Rider" Mallorie had called worried about Roman. I'd heard that glitches can happen if saving between series of phone calls, like in missions such as "Holland Play", or "Blood Brothers".

I gave Mallorie a call and triggered the "hostile Negotiatons" mission, now all is back to normal!
