Help getting mods to work

Sorry, I'm new and have downloaded a cruise control mod but it doesn't work. What do I need in general that will allow mods in GTA IV PC? There's a lot of stuff out there and I'm not sure how out of date things are. Didn't buy this game when it first came out due to all the "issues" but the game runs good for me. Some occassional blue screens if I alt tab out or something but for the most part the game is stable and runs smooth.

Well, you don't actually need any third party files to install mods without restrictions on the latest patch (atleast, I didn't). Apart from filecheckfix if you want to play on multiplayer with a modified blur setting or something. But yeah.

 

 

Oh, and a bluescreen is never a good sign. You should probably look into that, could be related to bad memory or overheating.
