Can't seem to create an offline profile

I am playing a copy of Episodes from Liberty City that I had purchased and downloaded through Steam. All I want to do is to be able to autosave. I don't care about achievements, etc and I don't want to sign up for Windows Live if I don't have to. I did try to follow the instructions from this link http://www.rockstargames.com/support/gta4p...20sign%20in.doc (which appears to be for the full version rather than ELC). I go through all the steps right up to "create new profile" but there is no option to create a profile offline. Instead when I click on Create New Profile a browser opens up which takes me to the Windows Live Sign up page.

Any help and advice would be greatly appreciated.

Create a windows live account then create a Rockstar Social club account and link it to ur window live account,

 

Then sign in and select Offline when u want to play.

Click "Create New Profile", then scroll down to find a blue link "create a local profile".
