What Framerate should I be getting with my system?

I have a Pentium Dual-Core CPU E6300 @2.80Ghz

I have 2 Gigabytes of Patriot Memory as my RAM

I am running Windows 7 Ultimate 32-bit

I have an Nvidia (BFG) GeForce 7950

I have a Samsung 33inch HD monitor 10000:1 Dynamic Contrast Ratio

Could someone explain why i get 9-12 FPS, because other programs get much more than that.

Thank You for your time.

TBH, your Processor is below recommended-the box says an AMD Athlon 64 X2 Dual core(2.4GHZ)/Intel Core2Duo w/ 1.8GHZ or faster(a Pentium is not on the minimum specs., Your Ram is pretty much at minimum for Windows 7 and Vista, and your video card in barely at minimum specs.

If you got a better Video card and increased the Ram to at least 4GB, you Might get a little better fps, no promises though. Just a heads up. icon14.gif

Edit, Since you have a 32-bit OS, then 4GB would be the maximum that your system could handle-even though it will probably say "3.75GB usuable)?-I think Windows 7 deducts .25% of RAM, because I have 3GB installed on my Windows 7 laptop, but it only says 2.75GB usuable.? Just another heads up...

Sorry man, but your CPU is old and your video car is old, heck. Even budget cards such as the 9500gt (I think its now called the GT220)/4650 can run this pretty good, and even though the 7950's specs might be technically better than the 9500gt/4650, they have a much newer, better architect. (<-- is that the right word?) and you don't have enough ram.

Although, could you try and post your settings? I might be able to help you.

Edit: I don't know about if all 9500gt's can run it good, because there seems to be a decent amount of different version, but I know for a fact that the 1GB Overclocked Edition runs it pretty good.).

But yeah, post your settings and I'll try and help you.

The trouble is he has a really old and poor performing Dual Core, even upgrading to a GTX480 won't help a lot because GTA4 is more CPU bound. Plus we have no idea what settings he's using, he might be trying to crank it up.

The Pentium Dual Core E6300 is fine as a budget processor, would be about as quick as a 2.4-5GHz Core 2 Duo, nothing flash but enough to play the game. (Although they overclock to 3.5GHz really easily!)

The main problem is the 2GB of main memory and the video card. I've played the game on Win 7 and 2GB of memory and it is horrible, having to page out large amounts of information to the HD during play will slow the game down (check the HD activity light in play, it'll be flickering away quite happily). You can install 4Gb with a 32bit operating system but as it can only address this amount of memory, it will take off the memory addresses needed for Video card, HD caches, etc and so you won't be able to use/see that for your main memory, this is why you see less available.

The Nvidia Geforce 7950 is the minimum card for the game, but not the minimum card you should use, as stated before you can get surprisingly good performance from the ATi HD4650/70 and the Nvidia GT220 (48 CUDA cores) and GT 240's (96CUDA cores) and they don't require an extra power connection.

Problem is GTA4 really needs at least 3 cores or a dual core clocked really high, the difference I got going from an e6420 to a q6700 (both OC to 3.2GHz) was night and day, the game was only really playable with the latter.

Still, his processor isn't old, his is the later E6300 not the original 1.86GHz model, it's already running at 2.8GHz which will be enough to get good performance out of the game at medium settings. Looking at the spec of the computer it's obvious money is an issue so there's no point telling him to replace the processor if the memory or the video card is going to still hold him back. You could throw a 6 core i7 in, but having only 2GB of ram and an Nvidia 7950 would still make it run poorly.

Well, depending on his motherboard, he may still be able to get a cheap Quad Core of yesteryear and a stick or two of extra RAM. Should make a huge difference. Source

We don't know if he has the money to upgrade or not so there's no harm making some recommendations.
