You shouldn't be able to outrun police cars if they're chasing directly after you. Try raising your wanted level to three stars and seeing if FBI cars manage to mow you down. If you have a fast system, then turn the Frame Limiter ON to limit the game to 30fps, this will prevent the game from running too fast. Just a heads up.
