Stuttering problem

At first everything was fine and i played in high quality mode.But now after some days it stutters when i turn the character to left or right on foot and MOSTLY while driving car.

I searched the forum for finding a solution.I found that -memrestrict command can help to fix this problem but i don't know where i can use this command.

 

System specs:

Mainboard: DFI LanParty DK P45-T3SRB PLUS

CPU: Intel Core 2 Duo E7500 2.93 Ghz

Graphic: Nvidia GeeForce GT 220 9500

RAM: 2 GB DDR3

OS: Win 7
