Where is Carpark? Garage for Vehicles?

I have seen places on the net where people say certain vehicles spawn at a Carpark. Is that a location? If so, where is it?

 

Also, is it possible to purchase storage space (garage) in the game to park your vehicles, aside from the parking spaces at your Safehouses? If so, where?

I hate to disappoint you but you can't buy spaces for your vehicles.

Car park is everywhere.

When ever you walk, you'll see rows to steal cars.

But you can not save your cars there, only at your safehouses.

No, guys, you're wrong, there is an underground carpark, in front of the East Holland police station, in between 2 buildings beside a gas station.You cannot save vehicles there however.

 

There are other carparks, but I do not remember the locations right now.

Hey you can park your car in garage of Jimmy Pegerrino's both house

I found that after compliting story

Actually, that's not true. The garage doors open, but the garage is only a spawn point for a Cognoscenti, it doesn't save vehicles.
