AlfieWilRus
The 465 is on par with the 460 performance wise with the 465 being faster in certain benches and 460 being faster in some. The main issue is that the 465 consumes a bit more power than the 460 and produces more heat as it's based on Fermi. I wouldn't go so far as to call it terrible simply due to this. Besides, the 465 was the best card available for his budget. The 460 was cheaper but it was the 768MB version and the 1GB version wasn't available. It's terrible because it's in the exact same price bracket but uses far more energy and runs hotter. The latter is most important because nearly all GTX460 can be overclocked to near GTX470 performance BUT still run cooler than the GTX465 running at stock. It's a no brainer. In his case, the 465 was the best option. The next best alternative was the HD5850 which was much more expensive and out of budget. I understand that the 465 does run a bit hotter and consume more power than the 460, but in terms of performance they are on par. Besides, he might be able to unlock it to a GTX470 which is much faster than a GTX460. @AlfieWilRus, While a desktop fan would help, it's not a must. The case I picked out comes with two 120mm and one 200mm fan which should be able to keep the system cool. Ok, but I'll just use an external fan just in case. I've had a laptop fry on me because I didn't realise the fan wasn't blowing. Also, do yo have any good anti-virus programs I could get? AntiVir is what I use. Best antivirus by far in tests the last time I checked. Ok. Also what OS should I install Win 7 32 bit or Win 7 64 bit?
anus
Warlord, ANTIVIR works well in Windows XP Professional Service Pack 3? I have AVG, but I don't like it very much Yeah it works with XP perfectly fine . @AlfieWilRus, I chose the OS for you in that build. If you chose the components according to my post, the PC will come preinstalled with Windows 7 Home Premium 64bit. 64bit is better btw.

anus
No prob. Remember though, don't have more than one antivirus program in a PC. Uninstall AVG (and any other antivirus programs you may have) before installing AntiVir.
