If i buy gta EFLC on XBOX 360, will i need the original GTA IV to play?

Or do I need to buy GTA IV, to play GTA EFLC!?

You only need IV to play the episodes if you downloaded as a DLC.

If you bought the disk then you don't need IV to play it.
