Why cant San Andreas be a country,because Ls,Lv,Sf is 3 very big cities and they all have a boarder,why isnt SA a country,and those 3 cities consider as states?

So why isn't any State a Country? Texas was at one time.

1.) Three cities alone shouldn't even count as a state. That sh*t's smaller than Rhode Island.

 

2.) GTA: San Andreas can't parody American culture and essentially be a story about 1992 Los Angeles if it's its own country.

It does seem a little small to be a state plus on the flags there is still the proper 50 stars and 13 stripes so shouldn't there be 51 stars on the flags in SA (or 14 stripes if it was one of the original states)
