Batons and foot chases, they will try to arrest you. Guns will be used on two stars. If they can the police will try and arrest you, but they will kill you in a gun battle. If you are in a car, they will try and use the PIT maneuver to spin your car. Police will also try and shoot out your tires if you are driving fast. Three stars will be automatic for killing a police officer. The police will try to kill you by any means now. Helicopters will fly overhead and track your progress. Heavily armed police forces will try and stop you; most of them will have body armor and sub-machine guns. - http://members.fortunecity.com/statepdcars/mo79a.jpg State Police - (1*- 4*) – Anything outside Vice City falls under the jurisdictions of either the sheriff’s office, or the state police. The State Police patrol the highways and will use the same force as the city police forces. Three things set them apart though: The State Police will use spike strips to slow you down after two stars. They also use faster cars than the city police and more powerful weapons. At four stars the state police will help out the city police, using their faster cars, spike strips and powerful weapons. http://www.specialservicemustang.net/Galle.../FHP/83FHPs.jpg F.I.B. – (5*) – The FIB use specialized armored cruisers to hunt you down. They use M-16s and sniper rifles to take you out. It’s nearly impossible to remain alive out in the open. The FIB strike teams will flush you out of a hiding spot using grenades and heavy firepower. Only headshots or heavy weapons will do. National Guard – (6*) – Force of last resort. The National Guard will use APC’s and tanks to eliminate you. Hydra’s will hunt you from above and can knock you out of the sky. Anything less than a tank of your own will not do. Various Local Police – The various police forces around the state, including: Lock Island (LIPD), Mullet Lake (MPD), and Vesuvius (VPD). Each town has their own force, but they will react the same way as the Vice City cops. On three stars these departments will call in the State Police helicopters. Sheriff – Police force outside of the towns. They have different style of cars but are more prone to use force after one star. The Sheriffs department has off-road vehicles to chase you deep into the bush. Special K-9 units also carry police dogs, the dogs will chase you down in the woods and will rout you out of a hiding spot. Customs – The Customs operate the boats and planes that patrol the ocean surrounding Vice. If you try and run using a boat, these guys will be after you. Missions involving the Customs are the effect of a three star chase. - http://www.cbp.gov/hot-new/pressrel/2001/images/p3.jpg Gangs Five Families - The Liberty City Organizations that hold a majority stake in Vice City's underworld. They were here since the founding of Vice City, and have controlled the gambling and extortion rackets ever since. While there are some competing views, the families tend to operate as one unite. Even with gaining powers like CP7 and Los Cabrones, the five families tend to have the biggest play in Vice City politics and judicial affairs. AncelottiGambetti Pavano Messina Lupisella Los Cabrones: Cuban Gang - The most powerful gang outside the five families. This is a collection of refugees descended from the late fifties and early sixties that now make up the little gitmo' section of Vice City. The group's main task is to overthrow the rulers in their homeland, but they do this by controlling the underworld of Vice City. This is the organization that Vinny will be working under for most of the game. Cholos: Hispanic Gang - This is the umbrella organization for the various hispanic gang in Vice City. They are the sworn enemies of the Los Cabrones. The two groups have battled for control of little gitmo for many years. They are the main source of crime and violence in Vice City. CP7: Columbian Gang - The new upstarts, and the other main rival's for the Los Cabrones. This gang uses brute force and uncanny violence to gain territory. The organization's upper hand is the direct connection they enjoy from Bogata. Their shipments come in aircraft, which throw bales out from low altitude, and speedboats, which frequent the Vice Dockyards. Sharks: Street thugs - Common umbrella for the rest of the Vice Underworld. While this is the most numerous gang in Vice City, they lack a central command structure. This leads to a lack of direction and tribalism for the crew, but cross them, and they will amass a large posse. AoD: Biker Gang - The Major Biker gang in Vice City and surrounding areas. Buddyville Mafia - What is considered the original gang in Vice City. This is a mainly underclass and rural organization, residing in only the finest of manufactured homes. While their numbers are few in Vice City proper the Mafia is strongest in the rural areas, and concentrated in Mullet City. *The Pegorino Family has a small role in the Vice City area. They operate a chain of strip clubs in the read-light district, and the associated extortion rackets surrounding the clubs. The Family is looking forward to opening a club in Ocean beach, but are competing against Los Cabrons for the building. The building's owner is now very nervous. QwertyAAA
Okay, I like your style of writing. This isn't necessarily a new idea, but I can't see any faults with it. A few things: The FAL has no business being in the US. The Thompson SMG is a bit obsolete. Perhaps one of the newer versions? 1927A1 or something? What is the in-game context of the packages? What do they represent? Perhaps a radio station with a playlist like David Bowie's "Heroes"?

I'm no expert in firearms, and this was adapted from a previous thread, so I'll look for something to replace those two. As you can see I still need some pistols. Packages were just shorthand for spawns like weapons and such. Or if a mission involves a special item you can get if from the desk. I've got David Bowie! QwertyAAA
Ah, of course. Just look for some handguns that recurred in previous GTA title and put them in context of '79. Yes, but what is their function in the game world? San Andreas had the theme of gangs with the tags, Vice City had the drugs Tommy was supposed to get back... Well, yes, but I'm just referring to the specific genre seen in Low and "Heroes". I'm not sure, but I think what I have in mind is a more pirate radio approach for one of the stations. Spaghetti Cat
Yes, but what is their function in the game world? San Andreas had the theme of gangs with the tags, Vice City had the drugs Tommy was supposed to get back... Vacation from Hell Jimmy is sent down on a mission from the Liberty City Famlies, when things go bad, and now he's on the run. I liked Niko' 'fish out of water' situation in LC, and I hope to do the same here. In the larger context I'm going for the tacky touristy place that Florida could be parodied on. If anyone has vacationed to Florida, you know what I'm talking about. No Image Available
Ferrari308
I would just move the date up a bit from 1979 to 1985 or so.... Many of the cars on that list did not exist until mid-late 80's. BTW: Add a few more Ferrari's, and some better music!
BrownBear
I'm not sure about the setting or the gangs to be honest. As for the setting i think every city has their "era" and while the 70's would be fantastic, i don't think Vice city is the right place as Miami wasnt particularly astounding like it was in the 80's. I think the best loaction for a 70's game would be East coast, like Liberty city which would be best or, pushing it, the midwest, like Detroit. As for the gangs the "Cuban undesirables" came around in the 80's and i think that the mafia would have been more prominent, you should probably add a "native" Florida mafia. You could also add black "Tagging" gangs which were prominent in the 70's, they were small gangs who would go around "tagging" their territory, similar to the Warriors film. You could also add a black organised heroin trafficking gang, similar to Frank Whites organisation. Aside from that this is a good topic which shows alot of promise . Spaghetti Cat
Sure ok, figured I may take some flack for it being in the seventies. Just to be clear the setting in December, 1979. I don't make it any more specific than that, but the vibe would be like the holidays. Even thought about putting in a Christmas-theme radio station in, but held off...at least for now. So this would be a month before the new decade, the future is the 80's man...so every body is ready to put the 70's behind them...kinda like this coming December. I came across a nice documentary that might explain some of the vibe in Miami at the time: Xtreme Footage This is based on the 'Cocaine Cowboy' era in Miami, which really started in 1979. This was later portrayed in the DePalma film 'Scarface'...which was what Vice City was based on. In a way this is a prequel to the Vice City games in the III era. Yeah, I know IV is in a different era...but try and think of it like that. @Ferrari308: Didn't expect for anyone to call for my footnotes, but feel free to check for yourself. The links are just the car pictures, but they are era specific. I know because I spent a hella time researching it. A few of the pictures may be a year or two off, but the cars are all legit. I'll look for some more farrari's to put in for the future, but I like the Daytona. Funny, because the show Miami Vice used that car before trading up to the new testerossa (sp??) As for the music, sorry you don't like it. Tried to find the best I could, and found some great music in the process. Not everyone's cup of tea though... @Brownbear: Watch the video above. All the gang names I've taken from Vice City Stories and from Vice City. I know it a different era, and if need be i'll change the names, but the situation is different. The only one I've changed is the columbian gang, which is CP7 (a cookies to anyone who figures that out). The 'Trailer Park Mafia' is now the 'Buddyville Mafia' only because that's the name of a trailer park nearby. The only real difference is the five families, which we already know from Liberty City, and they are the bad guys after you. I'll look into adding another gang, like the tagging crew you suggested. And thanks! No Image Available

thedamned38
If you watch Cocaine Cowboys you'll understand that this is the perfect setting and period for a GTA. We'll be fine without the cellaphone or the internet that GTA4 had.

MrcTOtheJ
I like this, well composed, great time period, and one of the VC threads that stand you and that's hard to do because of how many of them there are, but your one of the few that do. Can’t wait to see more.

Ferrari308
I am a real big fan of Miami Vice... They had the right cars and the right music. I think that is what made GTA Vice City such a fantastic game. I would add songs form the series of Miami vice into the game; Ex: Don't Dream its Over-Crowded house-(Episode-Rock and a Hard Place. This episode also used a Ferrari 328) or- Cry- by Godley and Creme- episode Definitely Miami) These are just examples of songs that were attached with real big scenes in the Miami Vice series. As for the cars, you do have a good selection, but as I previously mentioned, some of them are era incorrect.(not that it really matters!) I truly do hope GTA V is set in Florida! Neither was Bon Jovi...sorry drscot no can do, it's gotta be '79 or earlier. I'll have to reformat some of my tables to put them in, but I'll add them. Would the Clash be considered Punk? That was one of the harder genres for me. pantera765
Would the Clash be considered Punk? That was one of the harder genres for me. Yea, they are actually. lol. A couple of other punk rock bands that I can think of are the Sex Pistols and the Ramones.
