Extreme annoying lag

Hi guys this account is old but i am new i created it so i can download mods

 

but anyways i have these annoying lag in gta 4 and i want to play online but everytime i go like right it lags why i have almost recomended settings for gta 4 + when i shutdown windows event log and windows event collector it dosent lag why

 

here are my specs

 

Video card Nvidia GeForce 240GT 1,7GB

 

Ram 2GB

 

Proccessor AMD Antholon II X2 215 proccessor 2.7GHz

 

Sound card high defenetion

 

HDD 500GB

 

OS Winodws 7 ultimate edition
