Hard to do with only 5 shots of a standard shotgun and no body armour. If you have CJ date Katy (nurse) and barbara (cop) you get to keep the weapons when wasted and busted. There also are LOTS of free weapons floating around. Getting the Horseshoes puts an arms cache in front of the Four Dragons Casino. Body armour is under the sign across the street.
