Cop, if you uploaded the rar/zip file, and it says 'files have been uploaded and will apear online shortly', you have to wait for it to be approved before it can be downloaded. Click 'upload your mission' then click 'upload mission' with it blank, It will say, problem or whatever. then click the back button on your browser. You will be sent back.
