This is the most interesting setting I could think of, think about it: Americans/CIA, Russians/KGB, Stasi, Cosa Nostra, Russian Mafia, PFLP etc. And yeah, I know GTA isn't a spy franchise, but it doesn't necessarily have to be, for it so be set there.

It's a nice speculation though... since we already got news feed that GTA V will be set in LA.

But... It's a R*N game. Ergo, it will in some way be influenced by Grand Theft Auto.
