If there's too much crime, the media can't focus on one person and even the underground will barely recognize him. Not to mention that you could spend several minutes sneaking to steal a sports car only to have some gangster pull you out and take it 10 seconds later. Street gangs generally could give a f*ck about the law, so they act lawlessly, which is seen as retarded compared to the mafia, which generally choose to behave calmer and less impulsive. @Ats., wrong again. That's how LA street gangs act. Most street gangs don't even act close to that. But LA street gangs are much different. @Sammiidoogles, people here are so stupid some times.
