Indepencence FM

Hi, ive been looking for a solution to my problem everywhere but cannot find one.. Im running on windows 7 trying to get the Independence FM radio station to work, placing mp3s in the correct folder, using shortcuts, and scanning ofcourse.. Testing some stuff out i put several mp3s in the folder and tried them out, and only 3 of them would play, i skipped over the same songs atleast 5 or so more times each... I dont know how to check if theyre DRM protected but im positive they arent...Could the bitrate of the song cause issues? Because i was looking at all of the songs properties and the ones that refused to play were all 64kbps.. the ones that played were all 256kbs.
