Kinda strange that they didn't to be honest, considering San Andreas is by far the largest and most diverse game world in any GTA game and should have plenty of potential for re-use and replayability. I mean he didn't just pull those connections, alliances, and so forth out of his ass after all. It would make the most sense. IDK why Woozie would even be considered. He doesn't really do too much and he's blind. Ceaser is more plausible but still, nothing going on w/ him before SA as far as I know. Sweet, or one of the original OGs (yes I know that's kinda redundant) who created the GSF, it could deal with the creation of the LS based street gangs, the introduction of hard drugs to the streets,, and in the case of the GSF, their rise and almost fall from grace. Kane is quite likely because he was head of the Ballas, however Weasel was an important enough character that even though he died in his first appearance, he becomes a good plot point for a later mission. The events of his death should be revealed in this game, though (why is everyone so sure it won't be made? Did Rockstar say they won't do it?). He was in charge of running Caligula's Palace before Ken Rosenburg was given the job so it would be interesting to see how he proved himself worthy of running such a big money spinner. I also think it would be good to play as a member of the Sindacco family since we've already played as a member of the Leone and Forelli families. For instance Cesar Vialpando or a member of the Ballas in Los Santos, T-Bone Mendez in San Fierro, and a member of the Sindacco's in Venturas? Each has their rises: Particularly the Ballas and the rise to power in LS, T-Bone Mendez as a member of the loco syndicate and the Sindacco's generating a massive amount of wealth and being able to rival the positions of the Forelli's & Leone's.
