From the wanted poster Niko is said to be around 5'11 - 6'2

 

Tommy looks to be around the 6'2 mark. There's pictures of him next to CJ who's supposedly 6 foot, Tommy being marginally taller.

 

Johnny looks around 5'10, being just shorter than Niko, Luis too. So I would say

 

Niko Bellic/Tommy Vercetti - 5'11" - 6'2"

Carl Johnson/Claude/Victor Vance - 6'

Johnny Klebitz/Luis Lopez - 5'10" - 6'

Toni Cipriani - 5'8"?

 

Choosing the tallest out of all of the games though I'd have to say Gerald McReary, Ray Boccino or Billy Grey.

While in most cases you will find they probably stand *nearly* the exact same heights in the games;

Tommy and Johnny are big dudes, even talked about how much bigger Johnny is and thus slower than Niko, and Tommy was sent to Miami because he is like an ox or something like that - he was a mafia enforcer, and he might even be loosely based on the iceman (?) who is very big.

 

Carl is so tall to other characters, though he starts small, I think he is a pretty big dude.

 

Luis is definitely taller than Niko, Vic and Niko are about the same size when viewed on or in vehicles and stuff and they seem about the same kind of build and mannerisms. Lance was kind of big as tommy though, and he is about the size of Vic in VCS, so it could be wrong and debated. edit: come to think of it, maybe vic is smaller than lance in vcs.

 

Claude is really small near cars and things.

 

Niko is definitely the shortest protagonist in the series, going by what he actually looks like in the world etc. This is extremely hard to really figure out because their written stats or biographies or mugshots definitely are not accurate to the scaling of them in the world and near cars etc, so it's anyone's guess

 

I think my list is pretty solid though.

I dought he is based on the Ice-man, because the Ice-man was a polish american associate, and he worked for many families, not just one...and Tommy V was a made member, i think, i'm not that sure. Niko is more likely to be based on "The Iceman"

 

Oh and "The Iceman" worked primarily for the DeCavalcante crime familly and the Gambino's, and Niko worked primarily for the Pegorino's which is based on the Decavalcante family, and he worked for Gambetti's based on Gambinos.

Tommy always reminded me of Michael Madsen in some way. Or a broader version of Ray Liotta himself. Both men are rather tall. I'm not sure about Lance. He seemed to be in the muscle end of the Vercetti Gang - aside from Tommy himself. Tommy did tower over Ken Rosenberg, Kent Paul and Steve Scott on a few occasions, though.

I think Tommy was Sonny's hatchet man. He got all the sh*t jobs - go here, do this, do that, kill him. He would of had a past reputation of going over board and following Sonny's exact orders as the other Forelli's generally don't seem to like him. Either he got too dangerous to keep around and the other families wanted retribution, leading Sonny to hand Tommy over on a plate, or Tommy was attracting too much police attention through his actions and they decided to get rid seeing him as expendable.

 

Sonny would've been the only one who knew the other men were at the location he was sent to, and given the amount of time Tommy had to think things over, he fingered Sonny for it, realised what was going on and wanted his own back.
