Unable to send chat in MP

My girlfriend and I have been trying to figure this problem out forever. In gta multiplayer she is able to type messages to other players but not send them. If she types a message and presses "enter", nothing happens. Weve tried changing the controls but it doesnt help. Every thing else works fine. She plays the game with a 360 controller. We have tried unplugging it but it still doesnt work. I have no clue what I can do to fix this.

A solution that wouldnt interfere with other games would be nice. She has it on both steam and retail.
