You have one confused post there.

The SAM map is interactive. Considered suitable for finding LOTs of stuff.

If by Muscle car you mean the fastest car in the game?

According to the handling.cfg, the fastest cars are the Infernus and the Turismo, both with a max velocity of 240

Muscle Cars are not really top-end vehicles; meaning they’re not designed for high speed, but rather all-out horsepower with very little in the way of handling and control.

FrancisBruce’s question about the Phoenix is correct; the Phoenix is classified as a Muscle Car in the game of San Andreas; that’s according to the BradyGames guide.

There are four Muscle Cars in the game:

Buffalo

Clover

Phoenix

Sabre

The Infernus and Turismo are both classified as High Performance Sports Cars, which is a different category than Muscle Cars.

To answer FrancisBruce's question about motorbikes, the fastest motorbike in the game is the NRG-500, which has up to five parked locations: twice at the parking garage in East Beach (Los Santos), Easter Bay Airport, the ship basin near the Exports & Imports crane, and Bike School (with all-golds). It doesn’t spawn in traffic, but it can also be found occasionally in the Vigilante missions as the Suspect Vehicle (not the higher levels).

No he doesn't. You just didn't read it carefully enough and cut out part of the quote. He means that the rarity of it will be somewhat like the "most powerful motorbike in the game" (which he cant remember the name of). Which is a correct statement because neither spawn in regular traffic.

So he meant something like "I guess that the Phoenix is like the NRG-500". Neither of them are found on the streets under normal circumstances (although KN-95, you're right, apparently there is a very slim chance, maybe 1% or so, of a Phoenix randomly spawning).

Basically, the earliest chance to get a Phoenix is during Vigilante. After that, you can get one by street races, which require completion of driving school and the Steal Cars strand, which would be unlocked after San Fierro is unlocked, then the mission in Return to Los Santos.
