Text in Multiplayer Chat Issues

So I just recently upgraded my computer and put Windows 7 64 Bit, and reinstalled GTA IV and transferred and Save Game files to my current system(see signature). Now everything runs great, but when I am in multiplayer mode, and after lets say 10 mins I start to experience issues with the chat, where if I were to type a question mark, it would give me this symbol "Ä–" instead, or if I were to type a apostrophe it would not even show up and the word like "don't" would come out as "dont".

 

Is there any way I can resolve this issue, or do I have to reinstall the game?
