This is also mentioned on gta4.net. Most people here don't want some of the 'reality' stuff in the game anyway and hate side missions, so it'll only be a minority who miss this stuff I think. Although I've only completed the first couple missions. And since I have not played the Xbox 360 version I do not have a solid comparisson. Although, if this is censored then perhaps it was the right decision, because the content is not exactly 'family friendly.' It is definetly deserved of its 'Mature' rating.
