GTA IV RGSCLauncher problems on win XP

i'm trying to run retail version of GTA IV on win XP and every time i try to launch my game after insalling corectly it keeps popping up saying "RGSCLauncher has encountered a problem and has to close". And now i'm stuck and dont know what to do any help would be great.
