Missing Textures and Random Spawning Cars

When I play GTA IV, the game runs just fine. Then a few minutes in, textures like roads and buildings start disappearing. Plus, random cars just spawn in the middle of the road or just plop there from the sky. It's pretty annoying with these two things happening.

Details

• About 90% of my vehicles are modded.
• I have used the Cacheboost, WinCleaner, and commandline fixes, but textures still disappear.
• The random vehicle spawning is unrelated to the textures problem (it is not caused by the same thing as the texture problem).

Computer Specs

 

• Intel Pentium 4 (Blah, game runs fine) CPU 3.20Ghz
• Microsoft Windows XP Professional (5.1, Build 2600)
• 1024MB RAM
• Nvidia GeForce 9400 GT 1024MB

Game runs smoothly and with no problems unmodded (but then why would I add mods?).
