Los Angeles in the graphic quality of GTA IV? I hope your project will be finished as soon as possible. Can't wait for it. I also hope that the highway patrol has a lot of work. If you really want to build it properly, heres what your gonna need. -Maya -GTAIV -The Stuff you currently have inside the world -A google map reference of Los Angeles to work from Keep in mind, if you want to make it realistic Los Angeles, your going to have the build it to the playspace of SA. If you want, you could also get the map from Midnight Club LA, modify it a bit, and just port it over to GTA IV, I do believe it uses the RAGE so porting it over should not be a problem.
