Ino this is a bit of a long shot, to b honest I don't even believe it myself, but I've seen alot stupider things on this site so I figured "Why the hell not" so... does anyone else see sum similairities between Mike Toreno in GTA-SA and the ULPC guy in IV, I mean;

 

ULPC guy never tells u his name

They both work for Government Agencies

Mike Toreno never tells u which one HE works for

The jobs that they get Niko and CJ to do r kinda similar

They both dress similar

They both constanty give out Idol threats they don't enforce

Ino they dont sound the same but that cud just b down to a voice actor quitting

They constantly give out personal advice

You don't know much about them (because they don't tell) so this cud b very possible

They force you to work for them by promising sumthing you've been trying to get for a long time

-They both give you this once you finish their missions

 

Maybe they're the same person?????????

I don't think they are similar at all. My all time favorite GTA person is Toreno(besides the main characters that is). He is hilarious. I don't really even like the ULPC guy. He was never even part of a mission unlike Toreno who you pick up in the limo.

only people from past game's I have Actualy seen ar just in photos ( OG LOC & Mad Dog ) from SA ( on CD covers )

They are two completely different people. I don't get how people can make a connection between ULPC with Toreno. There are almost no similarities between them. The only thing similar is that they work secretively for the government. Your list can be condensed to that and that they both give out missions to the player.

Two different people, but to the people calling this a stupid topic I think you should kindly GTFO. Its a very interesting comparison, I've never noticed it before but there is that token character in GTA when you come to think about it. In Liberty City Stories there was that bent cop too. Fair enough, not to the same scale as the SA and IV characters but I wouldn't be surprised to see one in the next GTA.

They're both the stereotypical NSA types that seem to know everything about everyone, have the power to alter anyone's records, and use people with nothing to lose to perform tasks that need doing but can not be tracked back to the government. Both rely on Niko and CJ because they realize that they can be more useful working for the government than in jail.

Two different people from two different eras. But they do got some similarities indeed. R* seem to like secret government characters, just as they like corrupt politicians (Donald Love and Thomas Stubbs for example).
