I woudn't say he was black though, i would say he was just like Half white Latino and Half Black Latino. Luis was born in the Dominican Republic and came to the U.S.A. when he was a child. He's got Dominican heritage, but is born in America. Where you are born does not change your ethnicity. Then again, even voice actors don't know everything about the character most of the time. I like the fact he has some racial ambiguity, it makes Luis feel less 'foreign' to the player.
