I would love San Andreas again, but whatever game it is it needs BUSES or COACHES. Whether they are mini-game or not, I just love driving them and they are slightly flawed in GTA SA, so keep GTA IV time etc and just recreate the map. Also, maybe start with Las Ventura and Desert? There should also be a mini-game and a bus service like the train and taxi services.
