Cheat section working only on " Its your call" par

Hi,

 

I tried using the mobile for cheat (arms, ammo & health) in any other part of the story, in vain and it is not working. The cheat works only in the " It is your call" part (waiting outside the gambling den) and the other parts, I am getting the multiplayer message that I need to be signed in xbox live for online features. Is there a way to sort it out.
