It's probably just that people are tired of skins and textures and NFS car theft/conversions and want some real mods, but there just are no tools to make real mods. See the requests thread - I'm desperately wanting to create a character that looks just like Glenn Beck. I'm even willing to pay someone 150 dollars to create a Glenn Beck skin for me - and I'll share the skin with everyone else once it is developed. Or, just let me know where I can find info about making these skins and I'll try doing it myself.
