Yesh, I know he was quoting the hotdog vendor from GTA IV Frankly, it'd be surprising to see DLC reach the PS3. As for PC, I wouldn't think much into that achievement thing, yet it seems more likely that PC will get some action than PS3...unfortunately. If they are going to release it on February or March why did they release this patch 1 month ago ? I don't understand it and I am very disappointed about those achievements... GTAIV.exe in patch 1.0.0.4 got function "uninstallcontent" (description on "GTAIV.EXE /?" is "Uninstall GFWL GTA in-game content"), on 15th December Microsoft will launch Games For Windows Store...
