I simply just think that the FIB knew that Liz torres was a major drug queen, so they set up a deal with her, but since Charlie and the other guy where killed, the FIB couldnt prove anything.

Buyers Market was explained well enough in TLAD. That's what I liked about that, in GTA IV the ambush was just totally out of nowhere, but in TLAD we find out that the police are looking into The Lost ever since Billy's release, Bad Cop Drop deals with the main investigators but the LCPD still try and catch The Lost in the act so start tracking Johnny for a short while, this is what led to the set up in Buyers Market.
