No I wasn't able to explore it cause lik I said above I was only in for 10 secs.

 

Ok so here's how I did it. First, you'll need to dial the number for the APC cheat, having that is one of the key things needed. When dialed, go to Star Junction and get a bus and then drive the bus to the U.L. Paper building. (Note, that it really took me a long time, like 9 tries at the least to try and get in so patience is a virture!) Ok so once you have the bus, just leave it parked near the building till you need it. Ok so you guys know the two doors that look like rotating doors? Go to the right door and then move back, this is where the APC comes in hand. When spawning the APC, spawn it so that it's on top on that ledge thing on top of the door, NOT in front of the door itself. You should spawn it so that it's sitting on top of the ledge. Now leave it there and get the bus, to reach the APC you're going to need the bus. Get the bus and park it right infront of the APC NOT to close though just close enough to reach it. When the bus is parked, climb the magazine stand and then jump onto the bus. Move back on the bus and then run straight toward the APC when you're close to reaching the APC, jump towards it and it should launch you inside the building along with phasing itself in. Now when I did it, I was phased in but stuck for a few seconds and then Luis phased out!

 

So like I said, keep trying until you get somewhere. Hope that helps.

found another glitch using the spam motorcycle cheat. you can use that glitch to get into the miscellaneous item vendor booths. like the ones with the magazines. its pretty funny because the police are like "whered he go?"

 

EDIT: The UL paper building is the one with the circular doors and the one that's yeelow right in the middle right? because i just got in there. i gave up on the APC method and switched to the bike. i tried to get the bike between the inside and the outside on top of the platform thing but accidentally touched it first and it fell back out side, so decided to drive the bike off the platform but then i ended up sort of riding up the wall and then i fell off into the building. i also had a taxi in the way so that might have forced me inside. i was able to stay in for as long as i want to too. i don't know how to get on the second floor though.
