Weird DVD-ROM activity?

First off i have a LG super multi DVD drive SATA

 

When my comp boots into windows the DVD drive goes ape sh*t and it does the same sh*t when i launch AMD overdrive ?

 

but when i click on the GTAIV shortcut the DVD drive doesnt do sh*t ? and then takes forever to load. WTH !
