Like, as the they leave the initial designers' hands, each model goes through other levels of scrutiny and polish to keep the production moving forward - it is not cool to spend all your time tweaking that subway car you did and making it fit in with every other asset and facet of the game universe when there are people who are dedicated to making sure of that. Assets can be and often are purchased or outsourced, as well. This subway car is indeed from a beta shot, and it does show a good window on the process of assets. These maps are done a bit more straightforward, I think. But the cars, I don't know. Trains, bikes, peds, obviously by now it's all different branches of people doing each one, and each has hands the models go up through to then further integrates into the final product. Not to mention, there is always the possibility that their production pipeline even requires this kind of hand changing to lessen risks on any NDAs etc. There could be however-many rockstar employees themselves that just have no hand in certain aspects so have no idea what games their contributions will go into, be they art, voice, music tracks, and so on until much closer to the announcements of the projects. While the dude who voiced Niko and Bill Hader and Fred Armistad(?) might have known they were doing GTA, some random peds and perhaps the person who did this train probably didn't know it was for GTA.
