OP - Usually when my seatbelts lock on me i just sit still for around 5 secconds then gently pull it down, if you pull the belt to fast then it will lock since it believes you have had a crash. If gently pulling it doesnt work then take the car to the dealership and get it looked at, if its a 2009 model then it should still be under warranty. Yeah its upto the rental company to ensure all there cars are safe to be loaned out, its their responsibility to fix any fault that may arise. My car does the same thing markjaysongalang, if i pull on my seatbelt too hard it locks up but i found that just waiting a seccond and then pulling it gently usually does the trick.
