It's been a long time since I played IV's single player damn it was just out of coincidence that i found it, Been using all the tunnels and interiors to hide from buzzards alot more now, i think its quite close to the start of IV's singleplayer so might be worth just starting a new game and seein where it is. Well that's what it was first. Now it's just all interiors. But still. You can't go in there in single player outside of that mission as far as i know, and that's the point. But the middle giant apartment building in the projects in Algonguin (top, nearest tower blocks to burger shot). I think you do a mission in there, but I'm not sure. Either way, when you get to the 'wooded up' door, beware of the empty elevator! I fall down that bastard nearly everytime I go up, thinking it's where the stairs should be. I just changed it and added all interiors open in TBoGT for people to have a list for people to look at. Although there's still some left i believe. U can enter every interior, such as the Bank of Liberty, or the Majestic hallway, by just doing free mode inside the Bomb Da Base II mission, just dont play the mission, u can enter any interior then. The point in this thread is the fact that you can enter all buildings in Free Mode in TBoGT, whilst in original GTA you could (and can) only enter them in Bomb Da Base II. The large destroyed one or the normal at Bohan? The big one is open, and the small one in Bohan is open too. If it would be closed, you could throw an cellphone at one of the windows and climb in, or walk over the Stairs on the roof and jump in via the rooflight.
