Boggles my mind as to why people would choose Packie over Roman when it comes to being Loyal. Sure Packie is nice, but if he found out you capped his brother, he'd turn on you. Roman is your cousin and would never betray you! So my answer is definitely Roman

He's my choices, from the least to the most loyal:

 

- Packie is met in the middle of the game, when things are already happening. Maybe because you stay just a little time with him, it's not possible to determine if he's loyal or not.

 

- Brucie meets with you to show the girls how "VIP" he is. He's cool sometimes (and funny most of time), but he acts strangely. The steroids didn't affected his balls, but his head.

 

- Dwayne is the one how whines a lot. He had a lot of problems in the past, but he does a lot of drama of things that aren't as serious as his past. Keep a while without talking to him, and you'll receive a phone call of him saying that Niko should've killed him instead of Playboy X. Basically he's loyal to Niko because Niko let him alive, but could commit suicide anytime.

 

- Roman is loyal to Niko because he also trusts Niko. Roman called Niko to Liberty just to clean the sh*t he made all these year. But on the other hand, he actually likes Niko, not just because he helps him. And he'll be with Niko til the end, if nothing happens before. Remember that if you choose not getting the money, he's still with you.

 

- Jacob, for sure, is the most loyal. He's not any relative of Niko, but it's always there when things go really bad. What he wants in exchange? Just a lunch at Cluckin' Bell.

I have to agree that Jacob is the most loyal. The guy was watching Niko's back throughout the whole game, he was the one that clued Niko in to Dimitri's betrayal, he was with Niko throughout the UL Paper missions, and he helped Niko get revenge on whoever screwed him over at the end. And for what? Pretty much nothing at all, just out of friendship.

 

Roman comes close, but he wasted all of Niko's hard earned money on back room card games and such, and never made any attempt to quit.

Little Jacob for sure I say. He has watched Niko's back in tight situations many times. He is also familiar with high class weapons and attack helicopters (Annihilator) which really puts Niko in more of an advantage.

 

When it comes to fights I also find Packie quite loyal, but his downfall is that he always wants to wander away from Niko if you just want to take your time in a shootout (which I got better at shootouts through more playthroughs so I was able to keep up usually).

I picked Jacob. Overall, he's pretty much been with Niko since the start, he's always happy to see him (Mission where you explode the helicopter, he says something like "My man Niko!". Although he's a badass Jamaican, he's kinda polite xD ("Mind if we keep the windows shut? It keeps tha 'erb in." He helps you out on several occasions, the warehouse fight, the helicopter fight, and the ending mission, there's probably more I've missed. Say... compared to Roman or someone, I just get this vibe from Jacob that says he's the sort of person that if someone tied him up and threatened to cut all his fingers off, Jacob still wouldn't tell the person where Niko was. In the end mission, he's trying to reassure Niko that he will find the whereabouts of either person, and when he does, he instantly tells you and reassures you that he's got your back 'til the end. There's tons of other reasons, but here's just some of them.

If we take into account that the story carries out the same way regardless if you're friends or not, Jacob was there for Niko in russian revolution when he hardly even knew him.

 

Also, Roman understands Niko's decision if he chooses to take revenge, even though he definitely wanted Niko to make the deal. So basically, i can't see either of them ever turning on Niko because they want to/need to. Roman's too much of a pussy and Jacob loves Niko like a brother.

As for the others,

 

Roman was your cousin and he was always loyal, be he lied about his life in America, and tricked Niko to join him.

Brucie felt kinda fake even though he was quite funny.

Dwayne was depressing and always complained, I only spared him because I wanted Playboy's Loft.

Packie was also a good friend, he remained loyal to Niko until the end too.

Packie is not loyal, he's just a loud mouth immature punk - a young douche, really. Packie is loyal to his own f*ck-everyone-else attitude and his family - nothing else. It's good to have him on your side in these scenarios we've seen, but he's not loyal to you. Moderately if at all.

 

Brucie? He just wants to hit that - if you call him out on being a latent gay, he'll lose loyalty real fast. Remember how many times he got mad at the jokes? Remember the only way he calmed down was to take it back or say it was a joke?

 

Dwayne is the #2 pick. After Jacob, Dwayne has the most loyalty to you.

I said Jacob just because he always seems to have Niko's back, a lot of them times when you really wouldn't expect it, just look at Russian Revolution and the last mission. Plus as a lot of you said, unlike Roman, he's not even related to Niko he just does all this stuff out of the goodness of his heart it would seem. That said I couldn't really see any of these characters betraying Niko, if anyone I would actually probably say Roman due to his gambling addiction (throughout the game I really thought he was going to), but he never does, and I think that even if he did he would probably really really regret it. Brucie seems questionable as well since he comes off very materialistic on the surface, but I think that once you get to know Brucie you realize that it's all a show because he has low self esteem and that he in fact has a really good heart. Packie seems similar to Jacob in my mind; though he never went quite as far out of his way to help Niko, I think it's pretty evident that he is a true friend that just really likes Niko, he's not the type that's in a friendship for some sort of benefit to himself. As far as Dwayne goes, sure he's whiny, but that doesn't make him a bad person and I don't think he would ever do anything to hurt Niko, unless you count killing himself... but that's kinda similar to the whole Roman gambling addiction thing... Dwayne has really severe depression, so he might do something f*cked up just because he has a problem.

Little Jacob was like Niko's guard dog. He would never betray you.

Roman was an addict, a gambling addict. And he was a pathalogical liar. That's not to say he was a bad person but such weaknesses could easily lead him to betray Niko unwittingly. Easily.

The only person as loyal as Jacob was probably Patrick. Because he understood family and unity and - above all else - how to keep his mouth closed. Patrick was an honourable character.

Brucie and Dwayne both had massive character flaws that could lead them into betrayal.

But I can't see Patrick or Jacob ever turning on Niko under any circumstances.

Little Jacob....he was there when Dimitri tried to set Niko up, he was there in the end game to help Niko get revenge, and he has a trunk full of weapons that he'll bring anywhere in the city. Not to mention he offers up some bud just about everytime he gets up with Niko.

I dunno why anyone would choose Packie. I didn't like him at all. As supermortalhuman said he's a loud-mouth immature prick. In fact, I might go so far as to say he's one of my least favorite characters.

 

(1) Jacob was the most loyal one of them all. For reasons already said

 

(2) Roman didn't give Niko up even after being kidnapped. LOYALTY PROVEN

 

(3) Dwayne seems loyal, but he's never put in a position where it's tested. He also get's extremely jealous. I felt pity for him.

 

(4)Brucie never helps Niko at all. He has people murdered due to teh 'roid rage. It's obvious he was overweight when younger, and has low self-esteem. I can relate with him the most, but that doesn't make him loyal.

 

DEAD LAST: Packie was a prick. He robbed and killed people for fun. None of his missions propel the narrative forward. The best mission (IMHO, bank heist) is with him, and he gives car bombs; but that's it for positives. As a person he's just a punk. I can see him selling Niko out in a heartbeat.

To be fair, I believe in 'Hostile Negotiations' the guy said he'll let go of Roman if he turns over his cousin but Roman never did and Niko thanked him for it at the end. I believe Jacob would have done the same because he nevered believed in turning over friends.

Jacob is just awesome. Easily Niko's best friend and I was always pleasantly surprised to see him turn up and help out in missions when you least expected him too. An invaluable ally who as said, often seemed to help out even with no personal gain to himself, just friendship.

 

Brucie's just a fun guy.

 

Dwayne I would put as second most loyal. All the hate he has in the world is purely for himself, but he's a good guy at heart and has got Niko's back. Seeing that he now has control of Playboy's gang, which is pretty powerful, it's nice he sends his boys to help Niko out when frankly they could be doing something more important.

 

I never trusted Packie. if he found out that Niko was responsible for the deaths of at least two of his family members he would soon turn heel. Also, he flat out lied to Niko about his brother Derrick. Derrick actually did rat out his gang, and he only tells you way later, going back on what he said earlier. By then Bucky and Aiden are already dead. If he was a truly loyal friend he would have trusted Niko with his family secret.

 

Roman may be an idiot, but it's obvious how much his cousin means to him.
