I hated when somebody would call Niko after a mission and the cops are after you, but at the same time you want to hear what the person who called you says. First Person to find it gets a cookie I'm gonna take a guess myself and say it's here. More specificly it's a big beige/white building beside the bank of liberty and one of the doors says "150" above it on the glass. The building accross the road says "167" and to the side is an illuminated arch that lights up purple at night. Now that somebody else said it though I'm starting to think I should've gone with that.. I think I've mentioned something about it earlier about Tony living somewhere nearby City Hall, because of the official GTA IV website pinpointing GT nearby the area.
