Girish
Delete all files from the Settings folder. More info here. Also, close all running applications before starting the game and update your video drivers. This could be a driver issue so if you're on updated drivers then you might wanna try an older driver version.
piotr270cdi
But what i must deleted from settings folder? ? ? (i dont have save or something). I thing that it can help format... only format ;(
Girish
What do you mean? There is no Settings folder? Then you don't have to worry about it. If there is a Settings folder (check the link I gave you for the location of the folder), there are 3 files in it. Delete all of them. Also, which video driver version are you running? Post your system specifications, please.
piotr270cdi
I dont update my drivers graphic. I have a 190.36, and i use a gforce gtx 260. Edited September 27, 2009 by piotr270cdi
Girish
I dont update my drivers graphic. Why not? As I said before, this could easily be a driver issue. Try updating your video drivers. If that 190.36 is the latest driver, then try some of the older driver versions. Also, do you remember the things that you've changed in your system since the last time the game worked? piotr270cdi
But i play much time at this drivers (190.36), and all work good. I dont install anything. This is really strange, becouse i play really long time and i modificed game (i install many car's) and from day to day gta stop working..
TRL v1.0
You've answered your own question. Uninstall all mods, download the latest patch, download your graphics cards driver update, and if the problem persists, then reply.
supermortalhuman
download xliveless and put it in your game directory, if it works, win. delete the settings files of the games in the link anchored "here" by Girish in his response above. If it runs, you're done. Could you have broken direct x? Have you also reinstalled the whole OS perhaps, or just GTA IV when it stopped working? Either way, install some DX in case something fishy is going on with that (though the black screen usually wouldn't even initialize, however GTA has a black screen that used to be a console window before it launches, and that may be prior to the dx init) My money is on a certain kind of mod (a few are troublesome in .4.0 -Rockstar please fix this, and maybe sprinkle on some official tools???), and if xliveless works, you've found the cause. IV changes, for some reason I have to patch the game otherwise it won't work. Install your graphics card drivers, then try to play. You can always re-download your old ones. If you won't take our advice, who's can you take?

Download it from here: http://www.gtaforums.com/index.php?showtopic=388658 Copy the "xlive.dll" file to your GTA IV folder. Then, copy your saves to the new location: (for Windows Vista) %USERPROFILE%\Documents\Rockstar Games\GTA IV\savegames\ (for Windows XP) %USERPROFILE%\My Documents\Rockstar Games\GTA IV\savegames\ Now, start the game.
