leik oh em jeez!
Do you need a hard drive, dvd drive, monitor, mouse, keyboard and case? Or just new hardware?
Pico
If you need a whole new computer, including motherboard, processor, ram, hard drive, dvd drive, power supply, graphics card, and case then $800 should get you something that will run GTA IV alright. If you can take a hard drive and dvd drive from another computer that'll save you a good $100 to put towards graphics and processing power. If you need a monitor, mouse and keyboard then you'll have a tough time getting something that will play GTA IV well. Those three things alone can cut a good $200 off your budget all together. I would recommend getting a quad core, at least a triple core, processor. GTA IV is a processor intensive game. A graphics card like an HD 4850 or 4870 or equivelent will do the job for graphics. And 3GB of RAM should do the job combined with those two things. If you just need the things I listed in the first sentence you should be able to build a computer that can do it. If you need the peripherals (monitor, keyboard, mouse) then you'll be lucky to get a 9600GT, a dual core and 2GB of RAM with the left over cash ($600). And to any of you who'll make a build for him, keep in mind $800 is probably the very max. I'd suggest keeping it ~$750.

leik oh em jeez!
I wouldn't get such a fancy mouse on a low budget. Here's a cheaper one that'll work just as fine: http://www.newegg.ca/Product/Product.aspx?...N82E16826104026 Then again, I would never buy a fancy mouse, I don't like the shape of them, they're usually too small and cramp my hand. Pico
The problem here is OP is 11, as he told me in a PM. And he has a lack of knowledge in general when it comes to computers. That means he'll have a tough time building one, I would assume. Also, there's no OS included in that list, which is probably a must for him to buy due to these circumstances assuming he builds the PC himself. leik oh em jeez!
In that case, I'll do a build. http://cgi.ebay.com/Hewlett-Packard-HP-Pav...id=p3286.c0.m14 HP Pavillion Elite m9150f http://www.newegg.ca/Product/Product.aspx?...N82E16824236050 ASUS 22" LCD Monitor http://www.newegg.ca/Product/Product.aspx?...N82E16814143149 9800GTX+
Pico
That combination would be nice, however I don't think that computer will have a strong enough power supply for the 9800GTX+. I think it needs 500W and you'd be lucky to find a 400W in that HP computer. And replacing the CPU can be costly and difficult if you don't know what you're doing. I was going to recommend going a similar route, but that might not be a possibility.

Starion
If he knows nothing about PC's, I don't think he should be overclocking an expensive system like that. mod it with Nitrous Oxide and chassis dyno.
