Yes and there is a reason why they don't. If a company allows PC gamers to run the game without the disc there is nothing to stop people from buying one copy and installing it on as many PC's as they like. So companies decided to experiment and let you play the game without the disc in but limit the number of computers people could install the game too, I wonder if you can guess what happened ? That's right people bitched about limited activations. At the end of the day the majority of PC games require the disc in the drive for copy protection measures and GTA 4 is NO DIFFERENT. If playing with a disc in the drive is so difficult then you might want to consider purchasing the game from Steam which does not need a disc naturally.
