How to get the -console to work everytime

I had this working a few times where when u press the ~ key it comes down. And it shows you good information on scripts that load. Like I said I put in the back of launcherGTA4 -console after the qotes and it worked like 4 times. But now I cannot get it to work for nothing. I tried xliveless, I put in commandline.txt -console I have tried everything. Can someone explain how to make the command line console work in game. I also noticed when live was running it would't work which make sense. But with no LIVE running it still won't work for me. Like with SSP Super Spawner Script I can bring down the console and type in ssp_spawn_Ped or something like that and it worked. But for the life of me it is so speriotic that I cant figure out how to get it to work everytime. Can some of u modders help me out on this.

 

 

I have also done a 40 page search in google on this topic and also here in these forums and no hits. So someone must know the answer.

Different on each keyboard layout, at me its ^° key. Its everytime the key left next to the !1 (not numpad) and on top of TAB and under Esc(ape).
