Just shoot the cars/bikes they are rollin' in, or for more fun, shoot at them from a car when they are on foot. They mostly steal a pederestians vehicle to chase you! All the russkys are mostly armed and all drive around in vehicles, if you see one in a car start shooting and you'll have a chase going on. Also another tip Get yourself a police car and access vigilante mode. Go to crimes and choose the car chase one. Chase after the car and keep continuesly ramming the gangcar. After you hit it enough times the car will turn around and start chasing you. So long as you stay in the car and don't get to far away from the car, the gangsters will chase after you. I've tried Italian Town and Chinatown, but people there seem far more passive than the russian guys in hove beach... So are there any other places with more chaos to them than hove beach? Firefly Projects isn't bad, and the Burgershot in Beechwood City is always mobbed with AoD (in the Niko story). Alderney City and Acter are also pretty good as they are both populated by two gangs (Koreans and Spanish Lords in AC and Lost and MOB in Acter). Depends on your luck and how far you've progressed in the story. Say for ex: If you go to south bohan early ingame, and mess with the SL's they wont be armed with uzis, only 9mms. And if that doesn't do it for you, shoot the ground inside the cabaret club when it's crowded. You'll have like 30 or more guys chasing you. Trust me, I know.
